Well I think Lucky is referring to the fact that Josef keeps us pretty much in line. Of course depends on his mood and how long or short of a leash he wants to have us on any given day.

The key phrase used here is "pretty much in line..." But, it is true. It all depends on Josef because we do whatever he wishes us to do
