Per Dear Mr. Webster:

cockle - an invertebrate ocean animal with a small rounded or heart-shaped ridged shell in two parts

hmm...sounds like the cockle itself is somewhat flaccid....but indeed the shell is hard....it's the two parts that's intriguing.
